Winthrop Court Docket Searches
Search ARCourts is the free starting point for a Winthrop court records search. The statewide interface returns public case summaries, participants, events, offenses, sentences, Docket Entries, and some images. Have a case number? Choose Cases. Choose Participants instead when you only have a name. Then open Detail and set County Name to Little River.
- Read the notice or citation for its issuing court, case number, and printed date.
- Search the exact case or citation number and preserve its punctuation.
- Compare court location, case type, filing date, status, and any Case Events.
- Read Docket Entries from oldest to newest, noting any continuance or reset.
- Call Winthrop clerk Emma Cook at 870-381-7864 and, if needed, the District Clerk at 870-898-7230.
An empty result or blank event block does not prove the case is gone. Confirm Winthrop court dates through the clerk contacts instead.
Winthrop Court Records Have a Statutory Department
Act 371 of 2025 keeps Winthrop as one of three departments of the countywide Little River County District Court. Ashdown and Foreman hold the other two slots. That statutory status separates Winthrop from Wilton and Ogden, which the law does not name as departments. Still, the label alone never proves where a present case is heard.
The department label mainly tells you whom to call and how to frame a docket search. For the actual setting, rely on the case paper, the portal entry, and the clerk.
Inside the Winthrop Municipal Court
Winthrop's local court is now a department of the unified Little River County District Court. It is not a stand-alone system with its own portal. The District Court handles traffic and misdemeanor matters, regular civil claims through $25,000, small claims through $5,000, and local juvenile intake. District Judge Manya Wood serves the countywide court. AOC names Emma Cook chief clerk for the Winthrop department. Her office sits at PO Box 176, Winthrop, Arkansas 71866. Reach it by phone at 870-381-7864. Fax it at 870-381-7300. The directory confirms the office and contacts, though it lists no current hearing day. For the Winthrop clerk, the official Emma Cook directory entry is the best direct source. It shows her role and contact details on the state site.

Call Cook directly rather than assuming a Winthrop schedule the current plan omits.
Winthrop Court Record History Is Not a Schedule
An older District Court administrative plan said the Winthrop city court had no cases for years and sent traffic and criminal matters to Ashdown's Wednesday docket. That history helps explain sparse public material now. Treat it as background, never as a present guarantee. Court organization shifted, and Act 371 later preserved the Winthrop department in law.
Do not reuse an old date: the historical routing note is context only; call Emma Cook and the District Clerk for the current venue and session.
Winthrop shows why a court name and a court calendar are different facts. A department can exist in statute while its session goes unlisted in the latest administrative table. A fair Winthrop court records account keeps both points in view.
Finding Winthrop Court Dates
The 2026 plan publishes no separate Winthrop schedule or contributing-city table. Promising second-Wednesday arraignments or fourth-Wednesday trials for a Winthrop matter would be guesswork. Read the paper citation or notice first. Search ARCourts may add a future event, and the clerks give the public confirmation route.
| Date | Use the printed notice and newest filed event, then verify by phone. |
|---|---|
| Time | No separate current Winthrop time is published. |
| Courtroom | Confirm whether the matter is local or routed to the Ashdown courtroom. |
| Judge | District Judge Manya Wood serves the countywide District Court. |
| Setting Type | Confirm arraignment, trial, civil, compliance, or another function from the record. |
Call Emma Cook at 870-381-7864, or Kristi Lewis at 870-898-7230 when county coordination helps. If a date moved, a reset means an older one was displaced.
Confirm Winthrop Court Records With Two Contacts
Winthrop has its own clerk contact, and the county publishes the District Court route in Ashdown. When the portal leaves venue unclear, call Emma Cook first as the official Winthrop department clerk. If your matter is filed, heard, paid, or copied through the county operation, confirm with Kristi Lewis.
| Contact | Use |
|---|---|
| Emma Cook, 870-381-7864 | Winthrop department identity and current local session question |
| Kristi Lewis, 870-898-7230 | Countywide District Court venue, ledger, date, and public-counter route |
| Lauren Abney, 870-898-7212 | Circuit Court case, certified Circuit record, or District appeal filing |
Have your case or citation number ready when you call. It makes the conversation far more useful. Neither clerk can give legal advice, but each can point to the right office and published process.
Winthrop Traffic Ticket Lookups
Winthrop posts no city payment portal of its own. MyFinePayment is the county-authorized tool for eligible citations, but use it only when the citation or clerk confirms the listed jurisdiction. The first match needs any two of last name, date of birth, and citation number. Search ARCourts stays the docket route.
TicketMatch works separately from that lookup. Its notification form collects citation or case number, name, date of birth, court date, phone, and a validated email. The vendor says ticket data usually uploads within ten days of the court date, warns that matching is not guaranteed, and puts the duty to act on the user. A notification never postpones court.
Paying an eligible citation can waive appearance and trial and count as a guilty or no-contest plea. To contest it, do not pay. Contact the clerk and follow the notice. The traffic court page has more county detail.
Winthrop Court Records and Local Scale
The 2020 Census counted 116 residents in Winthrop. By that count it is the smallest of Little River County's five incorporated cities. Population says nothing about court volume, though. No published Winthrop caseload total exists, so treat any estimate with doubt.
Institutional facts carry more weight for a records search. Winthrop is still a statutory city department with its own clerk. The current plan lists no separate session for it. An earlier plan noted years with no cases, with matters routed to Ashdown. None of that supports guessing at docket volume. The state's interactive caseload supplement can filter Little River County but reports no reliable Winthrop figure. So don't infer court activity from population or department status.
How Winthrop Cases Reach the County
A qualifying Winthrop matter still belongs to the Winthrop department of the countywide District Court, even if the clerk says a current hearing happens somewhere else. A timely criminal or traffic appeal travels on a certified District Court record to Little River County Circuit Court. Rule 36 gives the appealing party 30 days to perfect it.
Docket flow: Winthrop District Court department › Little River County District Court › Little River County Circuit Court
File the appeal with the Circuit Clerk at 351 N. Second Street, Suite 5, where the published District Appeal, Criminal Division fee is $150. Civil district appeals run under Rule 9, with a certified docket sheet and the same 30-day framework. Felony merits land in Circuit Court from the start. The county docket overview maps these levels.
Read Winthrop Court Records by Court Level
A Winthrop-related result can sit in District Court or Circuit Court. Begin with the court field rather than the participant's city. Then check case type, filing date, and status. The portal offers Participants, Case Events, Offenses, Sentences, Milestone Tracks, and Docket Entries. Each block means something different.
- Case Summary
- Header facts identifying the number, court, case type, filing date, and status.
- Docket Entries
- The dated register of filings and court actions.
- Offense
- The charge data, which does not itself prove a conviction.
- Document link
- A public image attached to an entry; no link does not prove no filing exists.
After any reset, read the newest setting first. Confirm a later disposition, sentence, judgment, or dismissal before calling an outcome. When a portal printout falls short, the clerk's official record controls.
Winthrop Court Records in Bankruptcy
A Winthrop address can show up in federal bankruptcy too. Arkansas runs a joint Eastern and Western Bankruptcy Court. Little River County sits in the Western District's Texarkana Division 4. That docket never appears in Search ARCourts. It also has no tie to the Winthrop department. Use PACER for federal searches; RECAP may hold some older collected filings. The official bankruptcy division table shows the Texarkana assignment for Little River County.

The assignment only routes filings. It does not prove that any Winthrop person or matter actually has a bankruptcy case. Look for a federal case number instead. Or check the caption for "U.S. District Court" or "Bankruptcy Court." Either one tells you to leave the state portal. District Court appeals still head to Little River County Circuit Court, never to federal court.
Who Can See Winthrop Court Records
Arkansas Supreme Court Administrative Order 19 governs access to Winthrop court records. They stay open unless a law, rule, or court order excludes them. The public system shields listed personal data. It also keeps juvenile, sealed, adoption, and other restricted material offline. Gaps online don't mean the court destroyed the file.
Key rules:
Administrative Order 19 governs public access to Arkansas court records.
Ark. Code Ann. § 25-19-105 generally opens public records during regular hours, subject to exemptions.
Ark. Code Ann. § 9-27-309 generally protects juvenile proceeding records.
For District Court records, contact Cook or Lewis; for Circuit Court records, contact Abney. Viewing a public docket and getting a certified copy are separate steps. The proper clerk handles authentication.
